mainstream of work and free from line–job tensions and stress.
And yet they are a valuable
resource to managers willing to take the trouble to tap them. They have access
to expertise, equipment, training materials, information and facilities.
Nevertheless, training is a resource, which, like every other resource,
handsomely rewards him who uses it wisely and judiciously.
